'An Army of Creatures Whom All Fear...'

Voldemort describes the followers he hopes to recruit to his Death Eaters at the end of Goblet of Fire. Page 651, American paper back version:

"The dementors will join us ... they are our natural allies ... we will recall the banished giants ... I shall have all my devoted servants returned to me, and an army of creatures whom all fear....

The dementors are definitely a creature everyone fears, yet he mentions them first. Giants are not feared by everyone, though I'm sure a fair few would fear twenty foot tall, monstrously strong brutes that tend to rip each others' heads off. His devoted servants are those Death Eaters who went to Azkaban rather than renounce him to save themselves. So what, then, are an army of creatures whom all fear?

Well, what possibilities are there? Dementors and Giants being ruled out, we will have to look elsewhere. Acromantulas (giant spiders) are rather frightening, but only the Weasel King seems completely unmanned by them. Harry and Cedric were able to fight one rather effectively. We've yet to meet Manticores (which everyone seems to be frightened of) but seeing as how hard it is to get eggs, I can't see Voldemort breeding an army of them. Basilisks are very frightening too, and they kill with a look which would make them a very terrible weapon. However, the only one we've known about was locked in the Chamber of Secrets for a thousand years before Voldemort let it out in his school days, and Harry killed it fifty years later. So even if Voldemort got a thousand frogs to hold still long enough to hatch a thousand chicken eggs, chances are the basilisks would not be ready to form an army for some time.

So, we're paring down the list. What other creatures do we know about that are frightening? Unicorns? Not really. Thestral? Frightening at first glance, but really not that bad once you get to know them. Centaurs? Nice at first glance, but rather frightening when you get to know them. Still, they are a race apart, and have vowed to take no part in the affairs of humans, and while Voldemort may not be classifiable as human any more, I think they're going to sit this one out. Werewolves?

Hmm. Werewolves are a possibility. But unless Voldemort is going to stage all of his attacks on cloudless nights where there is a full moon, I don't think they'd be an effective army. Besides which, we know that the rest of the time werewolves are normal people, most of whom would not want to join Voldemort. Even if he did recruit enough to form an army, it would be pretty easy to predict their attacks:
"Full moon next week, Stan!"

"Oy! Better start makin' silver bullets, Ern!"

What other dark, scary creatures have been mentioned in the books? What dark creatures exist in the World of Harry Potter that would want to serve Voldemort, are numerous enough to form an army, and are feared by all?

Vampires.

SS, p. 71. Hagrid about Quirrel: "They say he met vampires in the Black Forest."

CoS, p. 44: "Voyages with Vampires by Gilderoy Lockhart"

PoA, Lupin: "Harry, Ron, come with me, I need a word about my vampire essay -"

GoF, p. 147. Percy about Rita Skeeter: "Last week she was saying we're wasting our time quibbling about cauldron thickness, when we should be stamping out vampires!"

OotP, p 426. Hagrid's Tale: "Ran inter a couple o' mad trolls on the Polish border, an' I had a sligh' disagreement with a vampire in a pub in Minsk."

As you can see, vampires have been mentioned in every single book! And these are only a fraction of the times they are mentioned! Despite this, we know nothing about them except for the fact that they exist in JK Rowling's world. As JK generally follows the "truest" form of the myths she borrows, such as with werewolves, we can assume that vampires are humans who were turned into vampires by other vampires. Which would make them a frightful foe indeed. Especially if she followed the myth that the original vampire is able to control those vampires that it creates. There is a ready made army.

If even one vampire joined Voldemort it would be able to create more, who would in turn create more, who would in turn create more. A very frightening prospect. As vampires are extremely difficult to kill, and have the ability to create more, even from ordinary muggles, Voldemort could manufacture an army of such creatures.
