The answer is TRUE. Andromeda is Tonks' mother, but she is also a Black sister. Don't you remember in the 7th book during Harry's escape, he and Hagrid crash in their garden? And when Harry sees her standing there, he thinks for a moment its Bellatrix? Go back and re-read it, and you'll see what I mean...chapters 5 and 6 I think.
