The first chapter is (obviously) set in first year but the rest of the story is sixth year and it will progress into seventh year further on.

No, it's not from Lavender's point of view as in: I walked along and fainted at the sight of Ron.

But the story is based around Lavender. It's bascially what she gets up to when she isn't being mentioned in the book.
