hmmmm well i think they are all in they own way.
sinister means evil, creepy and disturbing... and well let's just take creepy or something...

Owen - well that episode Combat (was it that one?) where at the end he sort-of snarls. that is sort-of sinister and welll quite distrubing.
Jack - well we don't know him really so he can be sinister. i guess it's because we can't always understand his ways and ideas and the fact he appears to have no emotions.
Ianto - well he can keep secrets well. the last episode when he shot Own shows that there's more to him...whether that is sinster or not...
Tosh - sinister in the sense that we don't know her and that can be frightening because that means they are endless possibilites to her character and what she's capable of.
Gwen - sinister?? hmmm hard to explain.

Oh i could answer my question easily. He pulls to many scary grins that scare me. I fyou can see the front of The Torchwood DVD 3. You'd know what i mean. He is oulling a scary face.

Okay the fan fic thing, here it is but it is short and sounds un-finished

It was looking back those small moments in time when he was with Lisa that had reduced him to tears. Reminiscing of the good times but it wasn’t long before the shots of their guns echoed in his mind. Ianto looked up to Jack.
“Ianto, the coffee,” Jack pointed to the tray Ianto was holding. “Come or its goanna get cold.” Ianto quickly strolled over to Jack with the tray. His frown curled upwards into a sly and sinister smirk. And a breeze of cruel, out of character thoughts swept over him consuming this mind entirely. Ianto put the tray down on Tosh’s desk and picked up the cup which held Jack’s coffee, he hovered his nose above the cup, inhaling the scent of the overpowering coffee. He got his index finger and dipped it ever so slightly into the drink.
“I’m not sure, I think it’s hot enough.” He began. He looked up to Jack. “What do you think!?” screamed Ianto throwing the coffee over Jack.

Well i think there is going to be abit of a problem for him in season 2. It defiently seems Owen has some Weeil blood in him. Like with a werwolf. Get bitten and turn into a werewolf. And in this case a weevil. Thats what i am asuming.

Yes i defiently think Billis is returning how can he not. He left at a crucial moment and it felt sort of obvious that he is returning. I think he might return in Torchwood. For members of Doctor who. Who dont watch Torchwood. Might not know what is go9ng on. so yeah i think he wil return.
