My guess is that it is Umbridge in Order. Though, she wasn't into the whole actually "using magic" thing, so that's probably not right.

You know what's funny and ironic in an irritating sort of way-I just settled down with my copy of HBP to read a bit of it before sleep, and I come accross this exact quote by Fred antagonizing Ron. . .and so I pop on here to ammend my aforementioned wrong guess . . . and PIXY BEATS ME AGAIN!
